According to the Daily Mail, 45-year-old Billie Jo Jowell had a phone conversation with the boy’s biological father, Henry ‘Bubba’ Moss, and mentioned her theory on the case.

Reports revealed that Billie Joe’s 22-year-old daughter, Leilani Simon, has been named the main suspect in the disappearance of the toddler, who was last seen in their Georgia home on October 5.

In the 11-minute phone call, the grandmother can be heard telling Quinton’s father: “I feel, honestly and frankly, Bubba, I’m not going to lie to you, I feel like there was an accident.

“I feel like something happened while Quinton was in the bathtub, and he drowned, and they were both high. That’s my theory.”

Bubba replied: “Hell, they should have just called the police if something like that happened. If you’re high as hell, man, you do stupid sh*t.”

Billie Jo also told Bubba that police said Leilani “went into a traumatic state and blacked out.”

“It’s not her saying she don’t remember. That’s what police told her. And that’s what they told me.”

The grandmother was away when the toddler disappeared from their Savannah home. Leilani’s boyfriend, Danny Youngkin, was the last person to see him at around 6 am.

Police suspect the child’s body was thrown in a dumpster as investigators continue to search for his remains in a nearby landfill.
