The shocking “chronic neglect” takes place in the UK where a safeguarding review revealed how Lancashire Police and Lancashire County Council worked side by side to apprehend an abusive father who was injecting his two toddlers with heroin to “help them sleep.”

According to the reports, the father’s actions came to light after he was reported to the authorities by the toddlers’ older sibling.

During the investigation into the allegations, a “potential injection bruise” was spotted on one of the toddlers, whereas the two kids’ opiate tests came back as positive, a Child Safeguarding Practice Review revealed.

The review also took aim at the social services by suggesting that the “significant neglect” should have been spotted and dealt with much sooner considering that the toddlers were under a child protection plan due to their parents’ history of criminal behavior, drug abuse, and domestic abuse.

“Safeguarding medicals were undertaken for Chloe and Harper. Positive opiate tests were eventually returned for both children, although there was no evidence of an injection site at the safeguarding examinations,” the review’s author, Amanda Clarke, initially wrote.

Days later, however, a “potential injection bruise” was discovered on one of the toddlers, prompting the authorities to remove four children from their parents’ care.

“As a result of the reported information care proceedings commenced for all four children and they were removed from the care of Mother and Father,” Clarke added.

“Examination of what happened in the lives of the four children and their family has highlighted the environment of significant neglect in which they lived.

“Despite some individual professionals recognizing the unacceptable lived experience for the children the multi disciplinary processes which occurred did not routinely help to ensure that the children’s situation improved.
